The Department for Education (DfE) has set out its long-term plans for the reform of children’s social care in England. It is seeking feedback on its implementation strategy, a new national framework for children’s social care and new rules on employing agency workers. Consultation on all three documents will run until 11 May, with the government’s response expected in September. NSPCC Learning has published a news story setting out what the three consultations cover, and the government’s next steps. A CASPAR briefing providing a more indepth summary will be published next week.

Ofcom have published a report on the challenges of regulating online platforms and the importance of companies being transparent about their users’ experiences and safety. Findings include: establishing a set of metrics that all services can use to moderate content could improve the reporting of illegal content and content that is harmful to children; and even if the overall levels of content violating a platform’s policies are low there could still be a risk of harm if children are more likely than average to be exposed on a repeated basis. Recommendations include: there needs to be systemic changes to platform design and within companies to improve online safety regulation. Looking ahead to online regulation: It’s time to rethink transparency reporting

Findings include: 10% of participants had accessed pornography by age nine, 27% had seen it by age 11; 79%, of young adults aged 18-21 had seen pornography involving sexual violence before turning 18; and of those who had watched online pornography, young people who first watched pornography aged 11 or younger were significantly more likely to present lower self-esteem scores than those who first watched pornography aged 12 or over.
